About RACI

The Argentine Network for International Cooperation (RACI) is a federation made up of more than 280 Civil Society Organizations (CSOs) from across the country, working to strengthen the sector, promote international cooperation, and create fairer and more sustainable conditions for collective development.
Since its founding, RACI has established itself as a key space for coordination among social organizations, the private sector, governments, international organizations, embassies, and universities. Its mission is to facilitate connections between these actors and CSOs, generating alliances that enhance collective impact on urgent issues such as sustainability, the defense of civic space, social innovation, access to resources, and democratic building.
Through research, training, campaigns, fund management, and advocacy actions, RACI promotes the institutional strengthening of CSOs and advances recognition of the essential role they play in the social transformation of Argentina and the region.

With more than 20 years of experience, the Network has been recognized for its leadership at the local and international levels. In 2016, it was declared of Social Interest by the Legislature of the City of Buenos Aires, and in 2018 it served as co-chair of the Civil 20 (C20), the civil society affinity group of the G20. In 2023, it obtained consultative status with the United Nations ECOSOC, strengthening its global advocacy. In 2025, RACI launched “Reimagining the Future of Civil Society,” a Global South program that promotes new narratives, alliances, and sustainability models in the face of declining cooperation and the closing of civic space.

Como respuesta a su crecimiento y proyección internacional, en 2019 se fundó RACI Canadá, una organización aliada que trabaja para canalizar fondos, promover iniciativas innovadoras y consolidar una red de cooperación para el desarrollo en América Latina y el Caribe. Desde allí, RACI también lidera estrategias de incidencia global y alianzas con organizaciones de cooperación, fundaciones y gobiernos.

Today, RACI positions itself as a bridge between civil society and the world, working toward a more inclusive, participatory, and resilient future.

Cintia Sola

Project Coordinator

She holds a Bachelor’s degree in Communication Sciences (UBA) and has completed postgraduate studies in Human Rights and Social Policies (UNSAM). She worked in the management of International Cooperation Programs at the Australian Embassy in Buenos Aires and as a project manager for independent art initiatives.

Victoria Vanetta

Director of Operations

Bachelor’s degree in Economics (UCA) with training in Data Analytics and extensive experience in business consulting.

Juliana Catania

Deputy Director

She holds a Bachelor’s degree in Sociology (UBA), a Master’s degree in Migration Management (UPF), and has completed postgraduate studies in Public Policy and Development (UNSAM/Georgetown), Project Evaluation (UNSAM), and International Cooperation (Complutense). She is a lecturer at UBA.

Guillermo Correa

Executive Director

He holds a Bachelor’s degree in Political Science (UBA), a Master’s degree in International Relations (UBA), and was a fellow and is currently a member of the global Faculty of the Kettering Foundation. He served on the Executive Committees of CIVICUS and AGNA and is currently part of IAVE’s Committee as the regional representative for Latin America. He was Co-Chair of the C20 in 2018. He is a university lecturer and holds a chair in international cooperation at UBA.

Lucía Aruanno

Membership Coordinator

She holds a Bachelor’s degree in Political Science (UBA) and a Master’s degree in Public Policy (Universidad Austral), with extensive experience in the legislative field and in civil society, leading project management, research, and public policy recommendations in coordination with different stakeholders.

Luz Vistoso

Communications Manager

She holds a Bachelor’s degree in Government and International Relations (UADE), with a focus on communication and gender. She was a volunteer in RACI’s research area in 2022.

Gabriela Varela

Receptionist / Administrative Assistant

Professional Ontological Coach, certified by Fundación Escuela Latinoamericana de Coaching and Ficop International. Social Area Tutor at ELAC Flores branch. Volunteer at CRRE, Equine Rescue and Rehabilitation Center, and AAAEPAD, Argentine Association of Equestrian Activities.

José Luis Barrios

Members Area Assistant

He holds a Bachelor’s degree in International Relations (UNSAM) with academic training in Social Sciences. He was a volunteer in RACI’s members area from 2023 to 2024.

Nahuel Barrios

Administration and Finance Assistant

He holds a Bachelor’s degree in Commercial Engineering from UAI (Universidad Abierta Interamericana), with experience in the administrative area and professional training in the TANGO accounting management system at CETAE, payroll processing under specific labor agreements, and fourth-category income tax processing at UAI.

Federico Ienco

Director of Operations and Membership

Bachelor’s degree in Commercial Engineering (UAI), specialized in Social and Community Development, with postgraduate studies in Foresight, Leadership, and Strategic Thinking. More than 10 years of experience in the third sector.

Antonella Erben

Director of Programs and Institutional Development

She holds a Bachelor’s degree in Government and International Relations and a Law degree (UADE). She has more than eight years of experience in International Cooperation and Regional Integration. She was an advisor at the Ministry of National Security.

Executive Committee

RACI’s Executive Committee is made up of seven Executive Directors from organizations that are members of the Network. Candidates for the position must self-nominate and are elected by vote at the Members’ Assembly.

The term of office is two years, with the possibility of re-election for up to one consecutive term, and the aim is for the Committee to be composed of seven members who reflect the Network’s thematic, geographic, and organizational size diversity.

The Committee’s role is to contribute to the implementation of the annual action plan approved by the Members’ Assembly, as well as to develop political actions in line with the Network’s medium- and long-term strategy.
